Too Secret Even For Wikileaks

History shows that no matter how well protected secrets come out.
Exposed - Japan
From 1931 to 1945, Japan was testing  biological weaponry. Specifically, experiments with the bubonic plague, typhoid, anthrax and cholera by injecting bacteria into human bodies (captive Chinese), to track pathological changes for the purpose of advancing the use of disease as a weapon.  These clandestine activities came to light when the Soviet Union invaded Manchuria and captured many Unit 731 Japanese scientists.

Exposed Soviet Union
The Soviet Union's own offensive massive biological program, (Biopreparat) couldn't be kept secret even when hidden behind an Iron Curtain.  Comprising 52 sites, it employed 50,000 people. Ostensibly, they were engaged in biotechnology research for medical purposes. But according to Soviet defectors, most prominent among them, the deputy chief of Biopreparat from 1988 to 1992, this was a smoke screen. For example, the Biopreparat's production capacity for weaponized smallpox was 90 to 100 tons per year.

Exposed USA
The US was no better at covering their tracks. In Maryland, the U.S. Army's Special Operations Division at Fort Derrick operated from 1949 to 1969. Ex- servicemen alleged that from 1954 to 1965, army scientists produced over 3 tons of microbes that cause deadly diseases including anthrax, tularemia and brucellosis.
